


The following is based on the assumption that you have a 0% base modifier to developing in a province (grasslands, not a COT, don't have Economics finisher, etc.)įrom the standpoint of "least wasted development", meaning it's as close to 100% institution as you can get with the final improvement, then the most efficient starting point is a 7 development province ( you get the institution at 100.33%).įrom the standpoint of "least used MP", meaning you spend the least to get the institution, the most efficient starting point is a 16 development province ( you get the institution for 1985 points before terrain/burghers/idea modifiers).įrom 3-7 development, you need to reach 35 development. In general, the most efficient province to develop for an institution is one that starts the highest but has less times you need to develop to reach the (greater than) 100% mark, within reason (7-27 is seemingly the "sweet spot", with both bigger and smaller provinces being less efficient). Although I haven't bothered to test it, and I know the common idea on here seems to be that you want to spawn in a province at 7/10/13/16/18 development (depending on who you ask, perhaps, but seemingly always one of those), I'm pretty sure that's not exactly accurate from either a "lowest MP expenditure" or "least wasted development" standpoint.
